US-Saudi Aggression Politicizing Oil Tanker's Maintenance, UN Squandering Budget

Yemen The head of the Supervisory Committee for the Execution of the Urgent Maintenance Agreement and the Comprehensive Evaluation of the Floating Oil Tank Safer, Ibrahim Al-Seraji, affirmed that the situation of the Safir ship is worse than ever. He revealed to the Russian “Sputnik” agency, on Monday, that the United Nations reversed the agreement, “When we asked the members of the Security Council to allow the experts to enter in order to examine the ship, we provided them with visas and their term expired and the United Nations did not comply and we are ready to renew them,” but if the world is genuinely keen on maintaining the ship, so everyone knows that the experts, according to the current plan, will not do anything but visually watch the ship.” “Will this viewing make the danger recede? The United Nations has overturned the deal."

Al-Seraji considered that the goal behind this procrastination is to address the danger of the ship, either they are working to market the idea that Sana’a is the one who is reluctant to carry out the maintenance process, or that media pressure has other goals. They do not appreciate the real danger of the ship's situation, are lenient and want to hold us responsible, "in the present time, there is no seriousness in resolving the matter and reviewing the agreement and the plan."

Al-Seraji revealed that there is nothing new with regard to the maintenance of the ship, noting that there was an agreement prepared by the United Nations through its Office for Project Services, providing for urgent maintenance and a comprehensive examination of the ship. After it was signed by the National Salvation Government in Sana’a and by the United Nations, it was supposed to turn into a specific time plan, where the duration of the agreement was “thirty days”, but they were surprised that the plan presented by the United Nations ignored all maintenance work.

He stressed that the agreement carried out some light maintenance work for parts of the ship, such as the ventilation system, fire room, paint, etc., and those works were part of the agreement, in addition to the comprehensive examination of the ship, according to standards and technical tools that examine the parts to be examined. Pointing out that when the United Nations presented the plan, it was assumed that it fully reflects the texts in the agreement, but when the international organization presented the plan, it completely canceled all maintenance work, as well as the comprehensive examination work that was subject to standards with certain mechanisms that turned in the plan to works of visual examination only. The plan presented only includes the boarding of the experts on the ship and a visual inspection only.

UN spent more than 3 and a half million dollars out of the maintenance budget of more than 9 million dollars and no work was carried out

Regarding the budget specified for maintenance, Al-Seraji explained that since the beginning of the agreement, they demanded the United Nations to disclose it, but it refused, adding: “But I received information that the budget was greater than $9 million, and the spokesman for the Secretary-General of the United Nations said several months ago that more than 3 and a half million dollars have been spent from it.”

Al-Seraji added: Why are these sums allocated to the ship being disbursed? And where was it spent as long as no maintenance work was carried out for the ship?! This means that the international organization spent nearly half of the budget in its meetings related to the ship.

Britain is politicizing the Safer file

 

Al-Seraji pointed out that the British ambassador wants to escalate the Safer file, and wants to “politicize” it, pointing out that after signing the agreement, he wrote a tweet saying: “It is too late for maintenance,” and he said the same phrase when we granted visas to maintenance experts.
“The United Nations has been addressed about the agreement signed with it, and a translated statement has been sent in all languages to all diplomatic missions in the United Nations and to all members of the Security Council, but not everyone wants to listen to our voice, although the issue is very serious and with a simple search, everyone can know the faults between Agreement and plan”, he said. But every time the same statements are repeated in which they say, “We demand Sanaa to allow the United Nations experts to access the ship although our problem is with the international organization and not with the experts. The experts can come, but what is the thing that they will come for, the plan that It was provided by the United Nations and has no maintenance.”

Sana'a is keen to implement the maintenance agreement

 

 
The head of the Safer Maintenance Committee confirmed that Sanaa had no interest in obstructing the agreement and maintenance, denying that there were any intentions to use the ship for a military purpose, and that these allegations were false.

Al-Seraji pointed out that there was a proposal by them that the oil inside the ship be sold and supplied to the Central Bank in Sanaa under the supervision of the United Nations to pay the salaries of the employees, but the coalition party refused this and wanted the proceeds to be supplied to the Central Bank of the mercenaries in Aden, and this is a kind of It's crazy if they think we'll hand them the ship and give them money to fight us with.

He asserted that they always reach the ship and follow it through their technical teams and others, and inspect it, but he expressed his fear that there would be a deterioration in the ship in which their technical teams would be unable to avoid it.

Aggression coalition seeks to deteriorate the situation of the Safer ship

Al-Seraji indicated that there is a tendency by the coalition countries and their mercenaries to deteriorate the situation of the Safer ship, as nearly 700 workers are the crew of the ship, and they are employed by the Safer Company in Ma'rib. Meanwhile, the company reduced this cadre to only seven, and weeks ago the company prevented the ship's captain from returning to it. This is an escalating step to harm the ship’s status quo. Also, the Safer Company in Marib, which was providing diesel to the ship and catering to the staff on board so that they could stay on board, stopped supplying it with diesel five months ago, wondering: “Doesn’t this indicate recklessness or deliberate attempts to damage the situation? the ship?".

Resolve the crisis before disaster strikes

Al-Seraji stressed that the solution is for the United Nations not to be blind to the real situation of the agreement, calling on the United Nations to review the agreement signed by its Office for Services and Projects, to review the plan it submitted, and to return to the agreement that will lead to alleviating the disaster.

Al-Seraji concluded, saying: “I see that there is a tweet outside the flock by members of the Security Council about the Safer crisis.” “For months, we have been reading the same statements, as the members of the Security Council have been asking us to grant entry visas to United Nations experts in order to maintain the ship before contracting with them or You provide us with their names, how can entry permits be granted without names, we want them to go back to reality.”
