US-Senate to Restrict the Arrival of Arms to Saudi Arabia

News - World: Three leaders of the Democratic Party in the US Senate presented a bill aimed at restricting the arrival of certain arms sales to Saudi Arabia, linking them to the Saudi's human rights record, in addition to imposing more sanctions on those responsible for the killing of Saudi journalist Jamal Khashoggi.

The three Democratic leaders are the Chairman of the US Senate Foreign Relations Committee, Bob Menendez, Chairman of the Finance Committee, Ron Wyden, and Chairman of the Appropriations Committee, Patrick Leahy. The bill gave the US President the right to make exceptions in the context of expanding sanctions if he informs Congress that it is in the interests of US national security.

Among the steps required by the legislation to grant exceptions to Saudi Arabia is that the Saudi government not detain or impose travel bans on citizens or lawful residents of the United States or any other country for political reasons, including criticism of that government's policies, peaceful advocacy of political beliefs, or seeking to obtain United States citizenship. It also shares that the Saudi government’s cooperation in pending criminal proceedings in the United States in which an accused Saudi has left the United States, while awaiting trial or judgment for a criminal offense committed in the United States.

In addition, the draft law also requires the Saudi government not to detain, charge, or impose travel bans on Saudis, including civil society activists, journalists, bloggers, lawyers, or religious figures for political reasons, including criticism of that government’s policies or peaceful advocating political beliefs.

The bill requires the Secretary of State to submit a report within six months on details of “incidents of arbitrary detention, violence, and harassment authorized by the Saudi government against Americans or their non-American family members, in the United States or foreign countries.” It also asks the US Secretary of State to inaugurate the “Khashoggi Prize for freedom of the press", awarded to 5 entities and individuals who have demonstrated “extraordinary efforts in the press in the face of harassment, detention, prosecution, or obstruction by foreign governments or non-state actors.”
