Saudi Academic: Saudis Don’t Want to Pivot to China

Middle East: The Saudi academic, Mohammad Al-Yahya, who specializes in international relations, considered that Saudi Arabia cannot dispense with its strategic alliance with the United States, despite its direction east by strengthening its trade relations with China. 

Relations between Riyadh and Beijing revolve mainly around the economy and oil, while the kingdom cannot abandon security and defense cooperation with Washington and US military technology, according to an opinion article published by Al-Yahya in the American magazine Foreign Policy.

In his article, the writer sheds light on Chinese President Xi Jinping's recent visit to the Kingdom and his holding of three summits: the first with Saudi Arabia’s King Salman and Crown Prince Mohammed bin Salman, the second with leaders of the Gulf Cooperation Council, and the third with a larger group of Arab governments. 

 The Saudi academic said that the result of the summit marathon was a number of public and not-so public agreements on energy, trade, investment, technology cooperation, and various other areas. The summits ratified an increasingly close economic and security relationship. 

The White House, meanwhile, said Xi’s attempt to expand Chinese influence in the Persian Gulf region is “not conducive to maintaining international order.” Commentators described Xi’s visit as a sign that Riyadh is abandoning its traditional relationship with Washington and pivoting to Beijing.

The writer explained that there are mixed feelings among Saudi youth about replacing the US with China, as some feel betrayed by the US and others feel a deep admiration for American culture.

He stated that US-Saudi relations have been strained in recent years due to US policies, including the Iran nuclear deal. Some Saudis feel that the United States is no longer a reliable ally and look to China as an alternative. However, according to the Saudi academic, some Saudis' hopes that China will replace the United States for the kingdom are "purely naive."

Al-Yahya explained that it is unimaginable to see "our region without US technology, innovation, defense cooperation and security relations."

He continued, “imagine a region where the benefits and limits of personal freedom are not subjects to be debated by the people and their rulers but things dictated by a centralized one-party state that sees God as its enemy,” referring to the system of government followed in China.

"It is foolish to confuse the miscalculation of the United States with the impotence of the United States," he said.
He went on to say: No global actor, including China, can destroy the world order that the United States has established and maintained for a long time and can only be destroyed by the United States itself.

The writer added that conflating US miscalculation with US incapability is foolish. The world order created and long sustained by the United States can’t be destroyed by any global actor, including China. It can only be destroyed by the United States itself.
