In the name of Allah, the Compassionate, the Merciful.

Praise is to Allah, Lord of the Worlds. I believe that there is no god but Allah, the Sovereign and the Manifest Truth, and that Muhammad, our master, is His servant, Messenger, and Last Prophet.

O Allah, confer Your salat and blessings upon Muhammad and the Family of Muhammad as You conferred Your salat and blessings upon Ibrahim and the Family of Ibrahim. You are Owner of Praise, Owner of Glory! And be pleased with Muhammad's good companions and all Your righteous servants and mujahidin.

Brothers and sisters, peace be upon you and the mercy of Allah and His blessings.

For 314 days and for the eleventh month, the Israeli enemy continues committing the crime of the century: the genocide of the Palestinian people in the Gaza strip, using various means of genocide, most notably collective massacres. These massacres have reached 3,535, with fifteen massacres of the most brutal, savage crimes occurring just this week. They [this week's massacres] resulted in over a thousand killed and injured individuals. The most heinous and horrible massacre is the dawn massacre last Saturday when the Israeli enemy targeted worshipers while they were performing Fajr prayer at the Al-Tabi'een prayer area. The Israeli enemy targeted them by three large American bombs designed to destroy concrete fortifications, mercilessly taking civilians' lives, desecrating the sanctity of prayer and the prayer area, and deliberately attempting to exterminate them while gathered, as part of the Israeli ongoing genocidal aggression.

This crime (which was preceded by many heinous crimes) and the toll of just one day out of 314 days should be enough to awaken the conscience of any human being whose heart has not been sealed by Allah. Nonetheless, the reactions in most of the Islamic arena, particularly in the Arab countries, reflect the state the Holy Quran speaks about in Allah's saying, {'Indeed, you will not make the dead hear, nor will you make the deaf hear the call when they have turned their backs retreating'}[An-Naml 27:80] and in his saying, {'And you cannot guide the blind away from their error. You will only make those who believe in Our verses hear as they are Muslims'}[An-Naml 27:81].

When Will the Human Conscience Awaken against These Heinous Crimes?!

Where are the serious, practical positions of the governments, regimes, and leaders? The horrific daily crimes committed by the Israeli enemy have not made them act, nor did the scale of the Palestinian people's suffering or the heart-wrenching scenes that would touch anyone with a shred of humanity. Instead, some regimes collude, and the Israeli enemy boasts about receiving tens of thousands of tons of fruits and food supplies from them, while the Palestinian people starve under blockade and cry out to this Islamic Ummah for help, but it does not hear their pleas nor pay attention to their reality. Rather, its truckloads of thousands of tons of fruits and food supplies are sent to the Israeli enemy to benefit from them.

Similarly, some Arab regimes are exerting all their power to provide military protection for the Israeli enemy, intercepting any missiles or drones targeting it. Additionally, media outlets of these Arab regimes have turned into platforms for the criminals of the Israeli enemy, allowing them to speak, justify their crimes, boast about their actions against the Palestinian people, and challenge the entire Islamic Ummah with their language. These media outlets also provide morale support to the Israeli enemy. This is [the position] at the level of regimes and governments.

In addition, where are the positions of the elites? Most are in a deep slumber, with some having the same orientation as the regimes that rule them. Among religious scholars, only a few have taken a clear position to support the Palestinian people and advocating for their just cause. The majority have not made any serious, effective efforts to mobilise the Ummah and awaken it to fulfil its sacred responsibility of Jihad in supporting the oppressed Palestinian people.

As for those who call themselves scholars, sometimes even 'senior scholars', who are symbols of Takfir and sectarian strife, where is their voice? Indeed, they have a voice, but it is nothing more than a bray that always calls for sectarian discord and constantly seeks to divert the Ummah’s attention away from its true cause and enmity towards its real enemy, as clearly identified in the Holy Quran and confirmed by reality. They attempt to ignore what is happening to the Palestinian people, trying to abandon them, push the Ummah to abandon and ignore them entirely and to direct all its hostility towards sectarian strife. Their voices have grown louder during this period, just as the Israeli enemy escalates its crimes and aggression against the Palestinian people. These so-called scholars move in a different direction that clearly serves the Israeli enemy. This is evident, as we hear nothing from them but the most hateful and repugnant voices, filled with lies, strife, and service to the Israeli enemy.

Where are the political and academic elites? Some of them have a positive voice and action that are consistent with their Islamic identity, but they are very few, indeed!

Where are the Muslim peoples, numbering over a billion, possibly even reaching two billion? Why do they not take action in proportion to the scale of the tragedy and the enormity of what is happening, as their responsibility increases? Can they have an excuse on the Day of Judgment—an excuse for two billion Muslims?! On that day, could they claim that their numbers were too few or that they lacked resources? It is impossible to find an excuse for the hundreds of millions of Muslims who remain passive. If they had acted as they should (in accordance with their religious, human, and Quranic responsibilities), these crimes would have stopped, and the reality of the Palestinian people would have completely changed. The Ummah's passivity is a contribution that serves the Israeli enemy and exacerbates the suffering of the Palestinian people.

The titles of major religious responsibilities (such as the title of jihad in the cause of Allah, the title of enjoining what is right and forbidding what is wrong, the title of supporting the oppressed and the weak, and the title of standing against tyranny, injustice, and criminality) are all related and connected to the great responsibility of the Islamic Ummah in its entirety to stand by and support the Palestinian people. All these responsibilities are connected to what is happening and to what the Ummah must do towards what is happening to the Palestinian people. When Allah (Glory be to Him) says, {'And what is [the matter] with you that you do not fight in the cause of Allah and [for] the oppressed among men, women, and children?'}[An-Nisa 4:75], what will the answer of hundreds of millions of Muslims to this denouncing question be: What is the matter with you? Isn’t what is happening in Palestine including those tragedies that are unparalleled all over the world enough for you to recognise your responsibility and duty to take action, to fight, to work, to take serious, practical, impactful positions against the enemies so that they see your seriousness, concern, and effective movement to support the Palestinian people? The Ummah has no answer to the question, 'What is the matter with you?'

A nation consisting of hundreds of millions of Muslims does not have an answer that saves it on the Day of Resurrection for its shortcomings, negligence, and abandonment towards this sacred responsibility. When Allah addressed Muslims, He addressed everyone; He addressed us in the Holy Quran saying, {'O believers, what is the matter with you that when you are asked to march forth in the cause of Allah, you cling firmly to [your] land?'}[At-Tawbah 9:38]. [The question,] 'What is the matter with you?' is also found in this verse. Thus, is there any justification for the Ummah to be sluggish, to be negligent, and to ignore what is happening? What is happening is something terrible and formidable!

Regarding to saying of the Messenger of Allah (PBUH&F), 'A Muslim is a brother to a Muslim. He should not fail him nor abandon him to calamity if it befalls him', where is the Islamic brotherhood towards what is happening to the Palestinian people and against the great tragedy that the Palestinian people are suffering in all its extremely painful details?! Media outlets present many details of what is happening to the Palestinian people.

The Persistence of the Mujahidin's Operations and the Firmness of the People in Gaza Serve as a Great Lesson for the Ummah!

The patient, firm mujahidin brothers in the Gaza Strip are the ones who deserve pride, honour, glory, dignity, and the virtue of performing the sacred duty as they are fulfilling their jihadi duty with unparalleled patience, firmness, devotion, and bravery. Every week, we find a significant outcome in the number of their operations; this reveals the abject failure and disappointment of the Israeli enemy.

This week, the Al-Qassam Brigades have conducted sixteen operations, including targeting the Israeli enemy's military vehicles, sniping its criminal soldiers, setting up complex ambushes to target its special forces, and launching mortar and missile attacks. Among these operations was a significant missile bombardment on occupied Jaffa, which the enemy refers to as 'Tel Aviv'. This operation holds paramount importance given its particular timing, the eleventh month since the onset of Israeli aggression on the Gaza Strip, at a time when the Israeli enemy presumes or expects that it has exterminated the Al-Qassam Brigades and that it has led them to a level of incapacity to carry out their jihadi tasks. In fact, they remain present at an immense, effective, and impactful level against the enemy, to the extent that they continuously launch missiles towards occupied Jaffa, which the enemy refers to as 'Tel Aviv'.

This is in addition to the operations of Al-Quds Brigades and other striving factions, which are fighting and confronting the Israeli enemy in the Gaza Strip, alongside the Al-Qassam Brigades.

In fact, the firmness of the Palestinian people in the Gaza Strip (despite the crime of genocide, starvation, displacement, ongoing and forced migration imposed by the Israeli enemy in order to exert pressure on the community in the Gaza Strip, and the repeated declaration of areas as military zones) is a significant lesson for the entire Ummah. It is, on the one hand, great tragedy and profound injustice, but it is also, in reality, a significant lesson for the entire Ummah. That level of firmness, adherence to the cause, patience, and endurance for the sake of Allah is a lesson for the Ummah that abandons even taking the simplest positions and the easiest practical steps. Some members of the Ummah are unwilling to take any practical step or any practical, supportive action for the Palestinian people, even if minor. They have no contribution: neither through donations, boycotts of American and Israeli goods, demonstrations, marches, nor through media positions or any other form of support. And some may not even engage in prayer. They may not pay attention at all to what is happening there. Furthermore, there are those who have positions of gloating or complicity, which is a grave sin; it makes one complicit in the crimes of the Israeli enemy.

Additionally, the firmness of the Palestinian people in the West Bank is truly remarkable, despite the significant suffering there. Indeed, the Israeli enemy targets the Palestinians in the Gaza Strip. The Palestinian people are targeted there by all means, including destruction, killing, and kidnapping. In fact, the Israeli enemy commits all types of crimes. It has gone to the extent that it uses aircraft to target the Palestinian people there!

The Israeli enemy continuously repeats carrying out incursions into the Al-Aqsa Mosque, and this week, the criminal Zionists invaded Al-Quds. This comes in the context of their comprehensive aggression, targeting everything in Palestine: the people, the land, and the sanctities. Indeed, targeting the sanctities and the incursion into the Holy Al-Aqsa Mosque are also a reminder to all Muslims of their responsibility, because all of this concerns them. Those sanctities belong to all Muslims. The Al-Aqsa Mosque and Al-Quds are among the sanctities of all Muslims worldwide. They have a responsibility before Allah towards those blessed sanctities, towards the Palestinian people (who are part of them), and towards Palestine in general, which is part of this Ummah in its people, land, and sanctities.                                                             

The Al-Quds Axis and Its Definite Decision to Respond to the Israeli Enemy's Escalation

Regarding the fronts of support, support continues from all fronts. The course of support and supporting operations for the Palestinian people are ongoing. In addition, the Axis of Al-Quds (the Axis of Jihad and Resistance) keeps to its decision to respond to the crimes committed by the Israeli enemy, when it targeted the martyr leader Ismail Haniyeh (the martyr of the Ummah, the martyr of the Al-Aqsa, and the martyr of Palestine—May Allah have mercy on him), the great jihadist martyr leader Fuad Shukr, and Al-Hudaydah. The entire Axis has confirmed that this escalation must be responded to. Response is coming, and the decision is definite; there is no retreat from it ever. The decision to respond is a human, moral, faith-based commitment. It is also a sincere commitment made by sincere people who have been tried in their truthfulness in words and actions. Furthermore, it is a practical necessity to deter the enemy. In fact, each of these considerations is sufficient to make a decision to respond and also to insist on implementing that decision, no matter the efforts to contain the response. The Americans spare no effort to contain the response. They are taking political steps, including the steps of dialogue and negotiations (which they are talking about these days), as well as warning against the response so that it does not affect the dialogue and negotiations. The Islamic Resistance Movement Hamas has dealt with this political path wisely, and it has met it with a wise step that exposes the Americans. They also take steps at the military level. The American mobilisations of naval units or bringing aircraft to American military bases in Arab countries—all of this can never stop the response, nor can it be a pressure to stop or cancel the decision to respond. As we said, the response is a human, moral, faith-based commitment, and it is also a strategic decision. Moreover, it is a practical necessity to deter the Israeli enemy. That is because it is a criminal enemy whose criminality, criminal tendency, aggression, and tyranny are unparalleled all over the world. It is also very vile and audacious to commit crimes. It must be deterred. Such a kind [of enemy] must be deterred. No matter the efforts to contain the response, they are doomed to fail. This decision cannot be cancelled. It is an inevitable decision from all fronts of support and from all fronts in the Axis, and definitely, there is determination on it.

As for the delay, it comes in a practical context, with the intent to make the response painful for the enemy. Also, it is to face the American situation of general mobilisation, which seeks to obstruct this response or to downplay its impact. Furthermore, it has a practical impact. Even this delay has an unprecedented practical impact on the enemy in its reality: The Israeli enemy has never been in such a state of fear that has led to the cancellation of flights by many companies and of panic and anxiety experienced by usurping settlers and the rest of the criminal Israelis affiliated with the Israeli entity. Everyone is in a state of unprecedented panic and fear. Indeed, this is a clear matter. Even their media outlets talk about it, and even their reality testifies to it. There is an actual, ongoing impact as they expect the response every day, and they are in a state of continuous fear that affects their situation in all domains. So clearly, there is an operational impact on the enemy. The repercussions are evident, occurring, and unprecedented in the reality of the enemy. All fronts and all parties in the Axis have this definite decision to respond, and they are practically moving in this direction. Despite the sceptical media propaganda by the enemies, there is no doubt that the response is definitely and certainly coming. No one should pay attention to the media propaganda aimed at sowing doubt and raising noise around the issue of delay, nor should those who belong to these fronts have any doubt [about the response] or believe what they hear from the trumpets of the Israeli enemy and the trumpets of America.

The Front of Support: Escalation of Effective and Impactful Operations

Regarding the Lebanese front of support, it strongly continues in its operations. Hezbollah's operations are powerful, effective, escalating, and impactful on the enemies. As for the media front and field, video scenes that demonstrate the effectiveness and impact of these operations are being broadcast, which serve as a front of support and supporting operations. Concerning Hezbollah's response, there is a clear fear and a very significant anxiety among the Israelis: They are deeply concerned about Hezbollah's response, greatly taking it into account, expecting it to be a painful and impactful response.

As for the front of support in Yemen (the Yemen of faith, wisdom, and jihad) in the Battle of the Promised Conquest and the Holy Jihad, in the front of the seas, operations have been carried out this week with fifteen ballistic missiles, winged missiles, and drones. More ships have been targeted. This is at the level of support as ongoing operations.

Regarding the Israeli enemy's aggression on the governorate of Al-Hudaydah, a response is inevitably forthcoming; it has its course, preparations, tactics, and dedicated capabilities.

Regarding the hostile airstrikes carried out by the Americans in their aggression against our country, this week witnessed a total of ten airstrikes, eight of which were in Al-Hudaydah, one in Hajjah, and one in Sana'a. The number of individuals who have received the honour of martyrdom in the path of Allah, in the Battle of the Promised Conquest and the Holy Jihad since the beginning of this battle, is seventy-three martyrs, with 181 injured individuals. It is great honour that our dear people make sacrifices and offer martyrs in the path of Allah, which serve as evidence that they have not ignored when most of the Ummah has turned a blind eye and has inactively watched the tragedy and oppression faced by the Palestinian people.

Concerning the Internal Situation

The New Governmental Formation: Its Features and the Need for Collective Cooperation

With regard to the internal situation of the country, the Government of Change and Construction was formed this week. At the speech of the beginning of the Hijri year, we hoped to finalise this step in the month of Muharram, but there was a delay due to practical reasons.

The formation of the Government of Change and Construction is distinct for its focus on addressing bloat. That is, the previous ministerial lineup consisted of forty-four ministers, whereas today there are nineteen ministries. Additionally, this reduction marks the beginning of a corrective process and is aimed at addressing significant administrative bloat. It is also characterised by a team for whom we pray to Allah to grant it success.

This step is the beginning, and the course of change in the governmental sector will continue in order to rectify its state. The same also applies to the judicial domain, Allah willing. This new government needs a chance; it needs to be given an opportunity to continue and move forward in performing its tasks. Nothing will change overnight. That is because the government has numerous commitments, including sustaining the path of administrative reform, rectifying its mechanisms regarding paperwork and procedures, and more. The administrative path is really crucial when it comes to its correction and rectification. The government also needs to be given an opportunity to perform its executive and operational tasks on the one hand, and to face the difficult circumstances experienced by our dear people on the other hand. Therefore, the government needs an opportunity and also requires cooperation from all, as success lies in collaboration. It requires time, but the fruits will manifest themselves in reality, Allah willing.

Allah willing, the government will work under observation within the bounds of its legal authority, according to a work programme and defined priorities, while accounting for the prevailing circumstances and available capabilities. Any member of the work team who succeeds will be granted their success, and those who have shown themselves unfit for their responsibilities through practical reality will be replaced. Success in the [effective] change and its course lies in the cooperation and integration between the government and the people, for this is a necessary element of success, especially in light of the extremely challenging conditions and the comprehensive war targeting the country. With proper understanding of responsibility, the integration of roles, and overcoming selfishness and narrow personal, partisan, and sectarian calculations, we must proceed from the standpoint of a sense of collective responsibility. Those who will seek to impede the course of change are driven by calculations rooted in narrow personal, partisan, or sectarian interests. On the other hand, those who truly desire the good for their country and people will be keen to make a positive contribution, to cooperate well, to counsel sincerely, and to have pure intent.

Regarding the Blessing of Rain and the Necessity of Utilising It

Moreover, regarding this aspect, by the grace of Allah (the Almighty), our country has been blessed with rain, which is a great blessing from Allah. However, damages occur sometimes in some areas due to the usual mismanagement, poor planning, and planning issues. This also requires official and public cooperation to avoid and minimise damages and to provide relief to the affected and afflicted individuals. There has been a good response by some; there has been action made by the official authorities; and there is a fairly good response at the public level. The matter requires more attention and greater cooperation from everyone.

We ask Allah to continue bestowing His abundant grace and to provide more rain. Our people have to focus on benefiting from the blessing of rain in agriculture and taking care of agriculture. Also, attention should be given to projects and social initiatives, which are related to benefiting from water resources and are important even in avoiding damages. That can be through constructing channels, drainage of rain torrents, barriers, and dams, which are useful in benefiting from the rainfall.

Regarding Public Activities and Their Impact on the Enemies

As for the public activities in support of the Palestinian people, our dear people—as it is clear—are the pioneers and leaders at the level of all the peoples in the countries of the world. Their activities (including demonstrations, marches, events, gathering events, seminars, and evening events) have been distinguished by their intensity and momentum. Furthermore, at the level of demonstrations and million-man turnout, they have also been distinguished by their continuity. This is a blessing from Allah (Glory be to Him) and success He grants. This is also a manifestation to the credibility of the faith-based affiliation and human values of our dear people. There are hundreds of thousands of marches, gathering events, events, seminars, and evening events. At the level of mobilisation, there are more than 400 thousand graduates from military courses, and there are hundreds of military activities including military marches and military parades.

As long as the aggression against the Palestinian people in the Gaza Strip and the blockade continue, we will continue the military operations and the public activities. This is because we are carrying out a sacred, jihadi mission and fulfilling a faith-based, humanitarian, and moral obligation and a sacred duty. Therefore, firmness and continuity are part of our faith, our loyalty to Allah, and our truthfulness with Him.

The enemies (America, Israel, Britain, and the hypocrites who collaborate with them) eagerly wish, and even more, they have been working so hard to exert pressure on our people to stop their military operations and public activities and to distract them from this distinctive attention and effective, great, and distinguished presence. They have been working so hard, and they eagerly wish that the squares were empty and the position were weakened. However, that is far-fetched and simply impossible.

Our dear people, with their loyalty, steadfastness, and values, take action, driven by profound faith (for the sake of Allah, the Almighty) and by a deep sense of humanity; they are a people with human feelings. At a time when most of the sons of the Ummah have become deaf (ignoring the cries for help from the Palestinian people and ignoring their pain and suffering) and when most of them have become blind (as their hearts were made blind, so they do not react or get affected by what is happening to the people of Palestine), we see our people present in the squares, among whom three generations are present: the grandfather, his son, and his grandson. We observe their deep involvement, the level of their sympathy and readiness, and their engagement with such seriousness, sincerity, faith, heartfelt passion, sorrow, and pain for the suffering of the Palestinian people. The scenes in the squares are deeply moving, reflecting a blend of faith, humanity, and innate nobility that characterises our dear people. Anyone who reflects on this becomes deeply affected and greatly comforted. How noble this people are! How steadfast they are in their values! Indeed, they are a people who embrace life in every sense of the word: a life of faith, values, and morals. That is why they attend with such enthusiasm. Many people attend, both elderly and young, as I mentioned before, across generations. You can see the grandfather in the squares, along with his son and his grandson, all participating with such devotion and concern. This is the Yemeni people, the people about whom the Prophet Muhammad (PBUH&F) said, 'The belief is that of the Yemenites, and sagacity is that of the Yemenites.' Faith is what we see in our dear people, as they are present for Allah, in the cause of Allah, and for the sake of Allah, driven by their values and their innate faith-based and humanitarian ethics.

By the will of Allah, the squares will not be empty as long as the aggression against the Palestinian people continues and as long as those crimes, which are renewed weekly, persist. Through these crimes, the enemy is keen to assess the reality of the Islamic Ummah across its peoples. Horrific crimes, multiple violations, and incursions into the Al-Aqsa Mosque occur throughout the week. Then the American and Israeli enemies—all enemies evaluate the reaction of the peoples of this Ummah: Will any of them become angry in response to those highly provocative scenes of the criminal Zionists (the brothers of monkeys and pigs) as they desecrate and storm the courtyards of the Al-Aqsa Mosque? Who among the Ummah will be jealous, dignified, emotionally vibrant, strong in faith, and provoked by this and will take a position and raise a voice? Who will be affected when they commit those crimes, targeting the Palestinian civilians during their prayers and gatherings for prayer? The very tragic scenes of elderly and young individuals and children, the scenes of the starving people who are suffering from hunger among the Palestinian people, what happens to the Palestinian captives, and the crimes committed by the Israeli enemy against them are extremely atrocious crimes. Are there those among the sons of this Ummah who are still jealous, with vibrant emotions and feelings, and a human in every sense of the word? Or have people been dehumanised? In fact, the Israeli enemy, along with America and Britain, assesses the reaction every time new crimes occur. And our dear people demonstrate their reaction every week, showing that they still have vibrant emotions, feel their responsibility, and move with everything they can. Indeed, there is no hesitation in anything our dear people can do, neither political considerations nor any other considerations. This is a people who do not care about the enemies and who do not fear America, which most of the sons of the Ummah have feared: Leaders have feared it; governments have feared it; elites have feared it; and religious scholars from among this Ummah have feared it. They did not dare to speak the word of truth nor to take a sincere and correct position. Actually, our people do not fear America, Britain, or America's collaborators, and they will continue to hold their position. In fact, they are steadfast in this position, with this momentum and this great, faith-based presence.

I call upon our dear people to take to the streets in millions tomorrow (Friday), Allah willing, in the capital (Sana'a) and in the rest of the governorates and districts. Let it be an honourable turnout, striving for the sake of Allah, seeking His pleasure, and supporting the oppressed Palestinian people.

I ask Allah (Glory be to Him) to grant us and you success in what pleases Him with us, and to hasten victory and relief for the oppressed Palestinian people. O Allah (Glory be to You), grant us victory, have mercy on our virtuous martyrs, heal the wounded among us, and set free our captives. You are All-Hearing!
