Last Monday, the US State Department announced that the US envoy to Yemen, Tim Linderking, had made a new tour in the Gulf. During his tour, he will discuss “launching a comprehensive political process mediated by the United Nations.” This indicates that Washington intends to return negotiations to square one, nonchalantly to the understandings reached between Riyadh and Sana’a.
Observers believe that the statements of the US State Department about “starting comprehensive peace negotiations,” indicate that Washington intends to prolong the period of talks. It ignores the previous understandings reached between Sana’a and Riyadh. The move is part of American pressure attempts to accept the presence of its forces in Bab al-Mandab and the islands and coasts of Yemen.
From the point of view of observers, it seems that the lack of Saudi will to proceed with the implementation of the understandings provides the appropriate ground for Washington to occupy parts of the lands of Yemen.
On August 9, the US envoy reiterated the US position on the issue of paying employees' salaries. He said that “paying employees’ salaries is complicated” in an attempt to burden the issue more than it deserves, especially since the demand for paying employees’ salaries is a human rights demand that may not be turned into an issue for negotiation, which Sana’a places at the top of its conditions for peace.
On the other hand, the UN envoy to Yemen, Hans Grundberg, met with the head of the National Delegation Mohammed Abdulsalam in the Omani capital, Muscat. The meeting discussed the next steps to agree on measures to improve living conditions in Yemen, implement a nationwide ceasefire, and reach an inclusive political settlement through a Yemeni-led political process facilitated by the UN.
Grundberg stressed the need for the parties to make the necessary compromises to address immediate and long-term priorities and to achieve a political transition that meets the aspirations of Yemenis.
He also met with the Undersecretary of the Omani Ministry of Foreign Affairs for Diplomatic Affairs, Khalifa Al Harthy, and other Omani officials. The discussions focused on ways to provide concerted support to the parties in Yemen to resume an inclusive political process under the auspices of the UN.
Between the attempt of the UN and US envoys to move negotiations, the conspiracy against Yemen remains in place to complicate the political and military situation.
