In his confession, spy Hisham Al-Wazir discussed the American strategy of "neither war nor peace," which began to take shape during the 2016 Kuwait negotiations. It was initially planned to be implemented at that time, but the loss of the Democrats in the U.S. elections prevented its application.
Al-Wazir mentioned that preparations for this strategy resumed as the 2020 U.S. elections approached, with the agency revisiting the topic, engaging in discussions, and reevaluating the plan.
This was done in coordination with the U.S. State Department and even the Department of Defense (Pentagon), which was involved in the matter. Al-Wazir noted that he was summoned to online meetings regarding this issue with Chris Jennings, Wilson Miner (responsible for the Yemen office at USAID), Laura McAdams (responsible for the Yemen office at the U.S. State Department), and representatives from the U.S. Department of Defense.
The espionage network member confirmed that the strategy was officially approved with the arrival of President Joe Biden to power. He explained that the appointment of U.S. Special Envoy Tim Lenderking was a key aspect of this project from a technical perspective related to the U.S. government. Lenderking was to oversee the so-called political process and coordinate efforts between USAID, the State Department, and U.S. embassies in Sanaa, Riyadh, Abu Dhabi, and Amman.
Al-Wazir highlighted the special role of U.S. Envoy Tim Lenderking and those under his leadership, as Lenderking had full authority to communicate directly with the White House through Jake Sullivan, the National Security Advisor. He was also connected with the CIA station responsible for this matter.
He clarified that when this project, led by the U.S., was approved and coordinated with donors, starting with the British Embassy and its ambassador and head of the British Development Agency, he was detained.
He noted that the European Union appointed a special envoy to the UN on this basis to work on the same mission. This envoy had been involved in the process at that time through his role as head of the EU Embassy in Yemen, located in Amman, Jordan. Additionally, the traditional roles of the Dutch and German embassies, along with their respective development agencies, and partially France, according to their available capabilities, were part of this coordinated effort.
In his latest confession, spy Hisham Al-Wazir shed light on the UN programs involved in this matter, specifically the UN Development Program (UNDP) and the German Development Agency, which supported local authorities in this initiative. The European Union's role was also highlighted through its support for local civil society organizations and projects related to local councils and authorities via the UNDP.
Al-Wazir confirmed that international organizations were particularly interested in community leaders playing roles similar to this. For instance, officials from the Raneen Organization and RDD Organization intensified their meetings with young leaders, who are considered key actors in this matter, working on youth and women through so-called life skills programs. This was an ongoing process for young leaders and played a fundamental role in the "neither war nor peace" scenario.
Al-Wazir mentioned that the Americans had briefed him on their adopted strategy and that they were convinced that the war had not achieved its intended results. Instead, it had strengthened Ansarullah, whose power had become unacceptable for them. Consequently, the Americans' primary goal was to prolong the "neither war nor peace" situation for as long as possible.
